BEIJING, Sept. 5 (Xinhua) -- China's top legislature is set to mull a draft environmental code with stipulations on the improved promotion of green and low-carbon development at a session slated to take place next week, a spokesperson for the Legislative Affairs Commission of the National People's Congress (NPC) Standing Committee said at a press conference on Friday.
The NPC Standing Committee will convene the session from Sept. 8 to 12, and lawmakers are scheduled to deliberate on the draft for a second time, according to the commission's spokesperson Huang Haihua.
The latest version of the draft features improved provisions on green and low-carbon development, with additional content on measures to encourage the promotion and use of recycled materials, and to support trade-in programs for consumer goods, Huang said.
It also contains clear stipulations on the establishment of a national carbon-emissions trade exchange, and on the strengthening of relevant data quality controls, according to the spokesperson.
China unveiled the draft code in April and solicited public opinions from April 30 to June 13. A total of 11,176 comments have been submitted, Huang said.
The code features a specific part on green and low-carbon development, which stipulates rules on the development of a circular economy, energy conservation and the country's green, low-carbon transformation, as well as its climate change response.
Huang said that the new version of the draft code also includes improved stipulations on systems for ecological environment monitoring and environmental impact assessment. It sets out regulations on urban and rural greening, on the protection and sustainable use of water resources, and on nature reserves.
A draft on the national park law, a draft revision to the law on arbitration, and a draft law on the safety management of hazardous chemicals will also be submitted to the session, among others. ■
