Distinguished Colleagues,

As early as 24 years ago when it was founded, the Shanghai Cooperation Organization established the Shanghai Spirit, i.e., mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. The member states have since acted in this spirit to share opportunities and seek common development. They have brought about groundbreaking and historic achievements in SCO development and cooperation.

We were the first to set up a military confidence-building mechanism in our border areas, turning our extensive borders into a bond of friendship, mutual trust and cooperation. We were the first to take multilateral actions against the three forces of terrorism, separatism and extremism. We steadily promoted law enforcement and security cooperation, properly managed and settled differences, unequivocally opposed external interference, and maintained peace and tranquility in the region.

We were the first to launch Belt and Road cooperation. A large number of signature projects and "small and beautiful" livelihood projects have been successfully implemented, and industrial investment cooperation has been actively advanced, providing robust driving forces for development and prosperity across the region. China's cumulative trade with other SCO countries has surpassed US$2.3 trillion, hitting ahead of schedule the target that I had set. Our multidimensional connectivity network has been further improved. Nearly 14,000 kilometers of international land transport routes are in operation among member states. And the China-Europe Railway Express has operated more than 110,000 train services.

We were the first to conclude a treaty on long-term good-neighborliness, friendship and cooperation, proclaiming our commitment to forge lasting friendship and refrain from hostilities. We set up and fully leveraged mechanisms such as the SCO Good-Neighborliness, Friendship and Cooperation Commission. We built a network for people-to-people friendly exchanges, and expanded cooperation at the subnational level and in such areas as media, think tank, women and youth, bringing the hearts of our peoples closer to each other.

We were the first to put forth the vision of global governance featuring extensive consultation and joint contribution for shared benefit as an effort to practice true multilateralism. We deepened cooperation with the United Nations and other international organizations, and played a constructive role in international and regional affairs. We always stand on the side of international fairness and justice, champion inclusiveness and mutual learning between civilizations, and oppose hegemonism and power politics, thus becoming a proactive force for world peace and development.

Colleagues,

The SCO has grown into the world's largest regional organization, with the participation of 26 countries, cooperation covering more than 50 areas, and a combined economic output of nearly US$30 trillion. Its international influence and appeal are increasing day by day.

Looking back, we have weathered the storms on our journey and emerged stronger because we have adhered to the Shanghai Spirit. Looking ahead, we should carry forward the Shanghai Spirit in a world fraught with challenges and changes, forge ahead with solid steps, and better tap into the potential of our Organization.

First, we should seek common ground while putting aside differences. Shared aspirations are the source of strength and advantage, and the will to seek commonality while shelving differences reflects vision and wisdom. SCO member states are all friends and partners. We should respect our differences, maintain strategic communication, build up consensus, and strengthen solidarity and collaboration. We should make the pie of cooperation bigger, and fully utilize the endowment of every country, so that we can fulfill our responsibility for peace, stability, development and prosperity in the region.

Second, we should pursue mutual benefit and win-win results. We need to better align our development strategies and promote the high-quality implementation of the Belt and Road Initiative, so that in planning and building relevant projects together and benefiting from them together we can strengthen the momentum of regional development and improve the well-being of the people. We should leverage the strengths of our mega-sized markets and economic complementarity between member states, and improve trade and investment facilitation. We should enhance cooperation in such areas as energy, infrastructure, green industry, the digital economy, scientific and technological innovation, and artificial intelligence. We should march toward modernization hand in hand by bringing out the best in one another and working together for a shared future.

Third, we should champion openness and inclusiveness. The vast land of Asia and Europe, a cradle of ancient civilizations where the earliest exchanges between the East and the West took place, has been a driving force behind human progress. Since ancient times, people of different countries have bartered and traded for mutual benefit and learned from each other. SCO member states need to enhance mutual understanding and friendship through people-to-people exchanges, firmly support one another in economic cooperation, and jointly cultivate a garden of civilizations in which all cultures flourish in prosperity and harmony through mutual enlightenment.

Fourth, we should uphold fairness and justice. We must promote a correct historical perspective on World War II, and oppose the Cold War mentality, bloc confrontation and bullying practices. We should safeguard the U.N.-centered international system, and support the multilateral trading system with the WTO at its core. We should advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and make the global governance system more just and equitable.

Fifth, we should strive for real results and high efficiency. We should continuously promote SCO reform, increase resources input and enhance capacity building to improve its institutional structure and make its decision-making more scientific and its actions more efficient. We should put into use the SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-drug Center and set up an SCO development bank as soon as possible to provide stronger underpinnings for security and economic cooperation among member states.

Colleagues,

China always aligns its development with that of the SCO and with the aspiration of the people of member states for a better life. To date, China's investment stock in other SCO member states has exceeded US$84 billion, and its annual bilateral trade with other SCO member states has surpassed US$500 billion.

China has always focused on taking real actions to ensure better development of the SCO. Going forward, China plans to implement 100 "small and beautiful" livelihood projects in member states with such need. It will provide RMB 2 billion yuan in grant to SCO member states within this year, and will issue an additional RMB 10 billion yuan in loan to the member banks of the SCO Interbank Consortium over the next three years. Starting from next year, China will double the current number of SCO-specific scholarships, and launch an SCO innovative PhD program to jointly train high-caliber talent in academic as well as scientific and technological research. In the next five years, China will establish 10 Luban Workshops in SCO member states and provide 10,000 human resources training opportunities.

Good evening. Tonight, we are gathered here by the glittering banks of the Haihe River in Tianjin, a city defined by its embrace of waters from all corners. On behalf of the Chinese government and people, I welcome all our distinguished guests to Tianjin.

Today is a joyful day for leaders of SCO member states to have this happy gathering with old and new friends. It is also the Independence Day of Kyrgyzstan and the National Day of Malaysia. I wish to take this opportunity to offer our heartfelt congratulations to President Sadyr Japarov, Prime Minister Anwar Ibrahim, and the friendly peoples of Kyrgyzstan and Malaysia.

Tianjin is an open and inclusive metropolis. It has served as a strategic guardian city for our nation's capital throughout history, and pioneered China's reform and opening up as a pilot zone. In recent years, Tianjin has implemented the national strategy of Beijing-Tianjin-Hebei coordinated development, and written its new and dynamic chapter in advancing Chinese modernization. We believe that as the host of this Summit, Tianjin will give fresh impetus to the sustainable development of our Organization.

Since its founding, the SCO has stayed committed to the Shanghai Spirit, strengthening solidarity and mutual trust, deepening practical cooperation, and taking an active part in international and regional affairs. The SCO has grown into a significant force in promoting a new type of international relations and building a community with a shared future for humanity.

At present, the century-defining transformation is accelerating across the world, with a marked increase in factors of instability, uncertainty, and unpredictability. The SCO thus bears an even greater responsibility for maintaining regional peace and stability and promoting development and prosperity of all countries.

At this Summit, we are tasked with an important mission: to build consensus among all parties, ignite momentum for cooperation, and draw up a blueprint for development. Tomorrow, I will join our colleagues at the Meeting of the Council of Heads of Member States. We will also convene the "SCO Plus" Meeting with leaders of non-SCO members and international organizations. We will focus on how to strengthen cooperation, promote development, and improve global governance.

I am confident that with the collective efforts of all parties, this Summit will be a complete success and the SCO will play an even greater role, achieve greater development, and make greater contribution to strengthening solidarity and cooperation among the member states, pooling the strength of the Global South, and promoting the cause of human advancement.

Xi chairs meeting on ideological work, draft ethnic unity law

BEIJING, Aug. 31 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee on Friday held a meeting to deliberate the Regulations on the Ideological and Political Work of the Communist Party of China, as well as to study a draft of the Law of the People's Republic of China on Advancing Ethnic Unity and Progress. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting.

The meeting emphasized that ideological and political work represents the Party's fine tradition, distinctive feature, and prominent political strength. The formulation of the regulations holds significant importance for upholding and reinforcing the Party's overall leadership in this field, and for enhancing the scientific, institutionalized, and standardized level of such work.

The need was emphasized at the meeting to give full play to the guiding role of ideological and political work. It called for making it a top priority to use Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to build consensus and strengthen conviction, with education on ideals and beliefs at the core. Efforts should be made to strengthen study, publicity, and education in close connection with reality, so as to better unify thinking, build consensus, strengthen confidence, and boost morale. It is essential to improve ideological and political work under new circumstances, in line with changes in social groups, and to make the work more targeted and effective. It is imperative to uphold and strengthen the Party's overall leadership over ideological and political work. Party committees (leading Party members' groups) should strengthen organizational leadership and ensure effective implementation of relevant policies and decisions. All Party members, particularly leading officials, must enhance Party consciousness, set an example in doing ideological and political work, and strive to break new ground in advancing endeavors in this regard.

It was pointed out at the meeting that the enactment of the Law of the People's Republic of China on Advancing Ethnic Unity and Progress aims to translate the Party's major theoretical and practical achievements in handling ethnic affairs into national will through national legislation, improve institutions and mechanisms for forging a strong sense of community for the Chinese nation, and further strengthen the cohesion and centripetal force of the Chinese nation.

The imperative was stressed at the meeting to continuously consolidate the common ideological and political foundation for all ethnic groups to strive in unity, unswervingly uphold the overall leadership of the Party, and remain committed to the correct approach with Chinese characteristics to handling ethnic affairs. It is essential to forge a strong sense of community for the Chinese nation, promote the building of this community, further facilitate all-round integration and extensive exchanges and interactions among all ethnic groups, and ensure that they can strive in unity and achieve common prosperity and development. It is imperative to do a good job in formulating, introducing and implementing laws and regulations to improve the capability of managing ethnic affairs in accordance with the law.

The requirements were set at the meeting for further strengthening work on workplace safety and natural disaster prevention. It was stressed that the people-centered development philosophy must be upheld, people's safety and lives must be considered a top priority and development must never be pursued at the cost of safety. Targeted measures should be taken to prevent and defuse safety risks, while full efforts should be made in emergency rescue and disaster relief, with timely and proper arrangements for disaster-affected residents. All regions and departments must resolutely substantiate the responsibility for workplace safety, and do a good job in safeguarding workplace safety and natural disaster prevention, so as to attach the same importance to high-quality development and high-level security.

Other matters were also deliberated at the meeting.■

Xi stresses persistent efforts to improve Party conduct

BEIJING, Aug. 31 (Xinhua) -- In recent important instructions, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, has stressed that Party conduct -- which dictates the Party's image -- decides the level of public support the CPC enjoys and its very existence. It is a must to persistently implement the CPC Central Committee's eight-point decision on improving conduct, redouble efforts to strengthen Party building, and forge a team with pure Party spirit and strict discipline, so that the Party will always live up to people's expectations, be able to unite and lead them to successfully fulfill the historic mission entrusted to it.

Xi said that this latest education campaign to thoroughly implement the eight-point decision has been carried out faithfully, with notable results achieved. It has integrated learning, inspection, and rectification; maintained consistency from top to bottom; upheld the principle of strictness; ensured pragmatic and down-to-earth implementation of the decision; and made solid efforts.

Xi noted that pointless formality, bureaucratism, hedonism and extravagance are stubborn and recurrent issues to tackle. Efforts must be made, with determination and perseverance, to fight a tough and protracted battle, to implement the guiding principles of the central Party leadership's eight-point decision and make it a permanent and regular job to improve conduct. It is imperative to pool collective wisdom and strength through building good conduct to continuously open up new prospects for Party's endeavors, according to the instructions.

It is imperative to make the education campaign more targeted and effective, with a particular focus on guiding newly-promoted and young officials, as well as those in key positions. Mechanisms for identifying and addressing problems on a regular basis should be established and improved. Down-to-earth efforts must be made to rectify misconduct, and constantly send a strong signal that the decision will be implemented with rigor and thoroughness on regular basis. Supervision and enforcement of discipline must be strengthened, with effective daily oversight by Party organizations and the role of public oversight fully leveraged. Officials who violate rules and regulations despite repeated warnings must be swiftly investigated and penalized. Political responsibility for improving conduct must be clarified for those in charge, with strict accountability and stringent management falling into respective jurisdictions so that iron rules can be applied to forge good conduct, driving Party members and officials to foster entrepreneurship, demonstrate initiative and a strong sense of responsibility, and work for the well-being of the people.

The Central Leading Group for Party Building Work (CLGPBW) convened a meeting on August 29 to convey Xi's important instruction, review the education campaign on thoroughly implementing the central Party leadership's eight-point decision, and deliberate on and arrange efforts to consolidate and expand the outcomes of the campaign, persevere in enforcing the eight-point decision, and make it a permanent and regular job to improve conduct.

Cai Qi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and head of the CLGPBW, presided over the meeting and delivered a speech. Li Xi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and deputy head of the CLGPBW, also attended the meeting and delivered a speech.

It was stressed at the meeting that General Secretary Xi Jinping has once again issued an important instruction on improving Party conduct, which further clarifies the imperative of formulating and implementing the CPC Central Committee's eight-point decision and strengthening Party conduct. The instruction also affirms what the education campaign has achieved, and outlines explicit requirements for consolidating and building on the achievements, unswervingly implementing the decision, and making it a permanent and regular job to improve Party conduct. The instruction holds great significance for the entire Party to adapt to the tasks on the new journey in the new era, strengthen Party conduct building and advance full and rigorous Party self-governance. The entire Party must thoroughly study, comprehend, and fully implement Xi's important instruction.

It was noted at the meeting that in the education campaign on further implementing the guiding principles of the CPC Central Party leadership's eight-point decision, under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, Party organizations at all levels have fully assumed their political responsibilities and made meticulous arrangements for its implementation, Party members and officials have engaged themselves in the education with due diligence, and the campaign has also received extensive public attention and warm support. The campaign has achieved its aim by promoting the integration of study, inspection and rectification of misconduct, taking real and tough measures to address prominent problems of pointless formalities, bureaucratism, hedonism and extravagance, improving the institutions in this regard and strengthening the functioning of these institutions. As a result, the efforts have paid off.

The imperative was stressed at the meeting to further study and implement the guiding principles of General Secretary Xi's important speeches and instructions, develop a deeper understanding of the importance of improving Party conduct with higher political awareness, and foster strong awareness that regular, in-depth and persistent efforts must be made in this regard. It is essential to strengthen education on improving Party conduct with diversified approaches, guide Party members and officials to promote the study of the Party's new theories, fortify their ideological guard, and develop a habit of strictly complying with the central Party leadership's eight-point decision and the rules for its implementation.

It was underscored at the meeting that efforts must be continued to address persistent misconduct and improve the regular mechanism for identifying and addressing conduct-related issues. The penetration and effectiveness of supervision should be enhanced, while maintaining a persistent focus on issues requiring long-term endeavors. Integrated efforts should be made to investigate and address both misconduct and corruption to eliminate the breeding ground for formalities, bureaucratism, hedonism, and extravagance. Institutional mechanisms for improving conduct must be refined and strictly implemented to ensure that achievements in institution building are translated into governance efficacy. Leading officials must set an example for their subordinates to strengthen rigorous management and governance, and cascade pressure through every level, so as to ensure the faithful implementation of all arrangements and requirements for improving conduct.

Xi stresses building new modern socialist Xizang

LHASA, Aug. 22 (Xinhua) -- Leading a central delegation to attend celebrations marking the 60th founding anniversary of Xizang Autonomous Region, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, listened to reports of the work of the CPC Xizang regional committee and the regional government on Aug. 20. Xi stressed that Xizang must fully implement the Party's policies for the governance of Xizang in the new era, remain committed to the underlying principle of pursuing progress while ensuring stability, fully and faithfully apply the new development philosophy on all fronts, and solidly advance high-quality development. He also urged continuous and enhanced efforts on four major tasks of ensuring stability, facilitating development, protecting the eco-environment and strengthening the borders, with aims to build a new modern socialist Xizang that is united, prosperous, culturally advanced, harmonious and beautiful.

Xi noted that, since the establishment of Xizang Autonomous Region 60 years ago, under the strong leadership of the CPC Central Committee and with vigorous support of the people across the country, the Party committee and government of the autonomous region have united and led the people of all ethnic groups in the region to work hard, pioneer and push ahead, uphold and improve the system of regional ethnic autonomy, and further efforts to combat separatism, thus achieving remarkable accomplishments in economic and social development. Having undergone tremendous changes, the plateau region, together with other parts of the country, finished building a moderately prosperous society in all respects as scheduled and embarked on a new journey of building a modern socialist country in all respects, Xi said. On behalf of the CPC Central Committee, he extended warm congratulations and sincere greetings to cadres and people of all ethnic groups in Xizang.

Xi stressed that governing Xizang, ensuring its stability and promoting its prosperity must begin with maintaining political and social stability, ethnic unity and amity among different religions. It is a must to further foster a strong sense of community for the Chinese nation and advance the building of this community. Efforts should be made to enhance education on the history of the Party, the People's Republic of China, reform and opening-up, the development of socialism, and the development of the Chinese nation. It is also important to widely publicize the remarkable achievements of Xizang Autonomous Region over the past 60 years, tell well Xizang stories in the new era, and guide officials and people of all ethnic groups to cultivate a growing sense of identity with the motherland, the Chinese nation, the Chinese culture, the Communist Party of China, and socialism with Chinese characteristics. Xi called for active efforts to build Xizang into a national model of ethnic solidarity and progress, promote the use of standard spoken and written Chinese language, and encourage greater interactions, exchanges and integration among all ethnic groups, while fostering two-way economic, cultural, and people-to-people exchanges between Xizang and other parts of China. He stressed the importance of guiding Tibetan Buddhism to adapt to socialist society in line with systematic efforts to ensure that religions in China are Chinese in orientation and ensure law-based management of religious affairs. He also underlined the need to strengthen Party building to improve social governance systems and mechanisms, better unite and serve the people, and consolidate the foundations of social governance.

As Xizang bears unique characteristics for development, it is necessary to promote high-quality development based on its realities, Xi said, underlining the work to develop specialty and competitive plateau industries in line with local conditions -- agricultural and animal husbandry industries with local features and clean energy industry in particular. Xizang should also continue developing resource processing industries, actively foster the modern service industry and facilitate the integration of culture and tourism sectors. Xi stressed that the construction of major projects such as the hydropower project in the lower reaches of the Yarlung Zangbo River and the Sichuan-Xizang Railway project should be advanced in a vigorous, orderly and effective manner. Meanwhile, Xi called on Xizang to advance ecological conservation, and make concerted efforts to cut carbon emissions, reduce pollution, expand green development and pursue economic growth, so as to better protect "the roof of the world" and "the water tower of Asia." It is important to advance new urbanization and rural revitalization across the board in a well-coordinated way, consolidate and expand the achievements in poverty alleviation, and make solid efforts to ensure and improve people's livelihood in such areas as employment, education, medical and health care, social security, elderly care and child care, so as to further enhance the sense of fulfillment, happiness and security among people of all ethnic groups, Xi said, calling for continuous efforts in post-disaster reconstruction in quake-hit Dingri County.

Xi emphasized that to do a good job in all work related to Xizang, it is a must to always adhere to the Party's leadership and strengthen Party building. It is important to make constant efforts to enhance cohesion and forge inner strength with the Thought on Socialism with Chinese Characteristics for a New Era, and guide officials and the general public of all ethnic groups to follow the Party and its guidance. It is essential to vigorously promote the spirit of veterans during the development of Xizang, who had demonstrated the tenacity to confront any danger and difficulty, strong combat capability, great endurance, ethnic solidarity, and selfless devotion, and the spirit of the builders of the Sichuan-Xizang Highway and the Qinghai-Xizang Highway in the 1950s, who had faced both hardship and death with great courage, confronted challenges head-on, made selfless contributions, and fostered army-civilian unity and ethnic solidarity like a family. Xi said while encouraging Party members, officials and talent of all types to undertake endeavors and take the lead in shouldering responsibilities, it is necessary to be both strict and caring, and place equal emphasis on providing incentives and imposing constraint, with efforts to implement all welfare measures and help address their worries. It is essential to ensure that Party branches play a pivotal role. Efforts must be made to leverage the results and experience of educational campaigns to thoroughly implement the CPC Central Committee's eight-point decision on improving Party and government conduct while improving regular and long-lasting mechanisms in this regard. It is imperative to earnestly fulfill political responsibility for ensuring full and rigorous Party self-governance, synergize efforts to rectify misconduct, enforce discipline and combat corruption, and advance the coordinated efforts to ensure that officials do not have the audacity, opportunity or desire to become corrupt, alongside cultivating a clean political environment.

In early autumn, a refreshing breeze swept across the Qinghai-Tibet Plateau. Red flags were flying at Lhasa Konggar International Airport amid a warm and enthusiastic atmosphere.

At around noon, the plane carrying Xi landed at Konggar airport. People from all ethnic groups and all walks of life in Xizang waiting on the tarmac greeted him with warm applause and cheers. Xi stepped out of the cabin and waved to the crowd.

Wang Junzheng, secretary of the CPC Xizang Autonomous Regional Committee; Yan Jinhai, director of the standing committee of the regional people's congress; Gama Cedain, chairman of the regional government; and Liu Jiang, secretary of the leading Party members group of the regional committee of the CPPCC, were awaiting at the foot of the ramp. Lhasa, an ancient city permeated with a festive atmosphere, was decorated with colorful flags on both sides of the main streets from the airport to the hotel. People from all ethnic groups, waving red flags and holding hadas, cheered simultaneously to express their welcome and gratitude. Opening the car window, Xi waved to the people along the road.

Also arriving on the same plane were deputy heads of the central delegation. Xi encouraged the province to make new progress in promoting the transformation and development of the resource-based economy and strive to write its own chapter in advancing Chinese modernization.

From July 7 to 8, Xi inspected the city of Yangquan and the provincial capital Taiyuan, accompanied by Tang Dengjie, secretary of the CPC Shanxi Provincial Committee, and Lu Dongliang, governor of Shanxi Province.

The Hundred-Regiment Campaign was a monumental offensive in the history of the Chinese People's War of Resistance Against Japanese Aggression, which greatly boosted the morale of the Chinese military and civilians in fighting the war to the end. On the afternoon of July 7, Xi came to a monument square dedicated to the campaign on Shinao (Lion Head) Mountain in Yangquan, where he laid a flower basket in tribute to the martyrs of the Eighth Route Army. Xi then toured an exhibition at the Memorial Hall of the Hundred-Regiment Campaign. An array of historical photos and precious artifacts vividly depicted the glorious history of the CPC leading the military and civilians in a united resistance against Japanese aggression with unwavering courage. Xi paused from time to time, observing and contemplating. He stressed that historic feats achieved in the Hundred-Regiment Campaign fully proved the CPC's role as the mainstay of the whole-nation resistance war against Japanese aggression, and demonstrated the tremendous strength of the people's war under the CPC leadership. He emphasized the need to better present the history of the resistance war and pass down the great spirit of resisting aggression to future generations.

In the main hall, Xi talked with a group of young students and staff workers of the memorial hall. He noted that the July 7 Incident broke out exactly 88 years ago, and it marked the beginning of the Chinese nation's full-scale resistance against Japanese aggression. History should not be forgotten as it can serve as a guide for the future, he said, adding that visiting the memorial hall is a way to become morally enlightened. Born in a promising era, the youth should carry forward the revolutionary traditions and heritage, set lofty aspirations to contribute to building a strong China, stand tall as Chinese of integrity and dignity, and courageously shoulder the great responsibility of national rejuvenation in the new era.

On the afternoon of July 7, Xi inspected the Yangquan Valve Co., Ltd.. After being briefed on Shanxi Province's progress in industrial transformation and upgrade in recent years, Xi walked in the company's workshop to learn in detail about the production and sales of valve products, such as gas gate valves and electric flap valves. Xi noted that traditional manufacturing remains an important part of the real economy, and it is imperative to respond to market demand and enhance sci-tech innovation to breathe new life into traditional industries. In the past, Chinese workers made arduous manual efforts to hammer away at the country's industrial development. Today, it must be upgraded through advanced technologies and equipment, Xi told the company's staff members. The real economy makes the country prosperous and solid work makes it flourishing. Xi encouraged the staff members to make persistent efforts to scale even greater heights and contribute more to boosting China's strength in manufacturing.

On the morning of July 8, Xi listened to a work report from the CPC Shanxi Provincial Committee and the provincial government. He acknowledged the achievements the province has made in various aspects, and made requirements for its future work.

Xi noted that building a national pilot area of comprehensive reform for the transformation of the resource-based economy is a strategic task entrusted to Shanxi by the CPC Central Committee. It is necessary to further unify thinking, maintain resolve and steadfastly promote transformation and development in an orderly manner, with focus being placed on energy transition, industrial upgrading and moderately diversified development. While firmly ensuring coal supply for the country's power generation, Shanxi must promote the transformation of the coal industry from low-end to high-end and the upgrading of coal products from primary fuels to high-value products. At the same time, under the goal of building a high-standard key national base of raw materials for energy, the complementary development of wind power, photovoltaic power, hydrogen energy and other energy sources should be pursued to build a new energy system. Xi also required solid efforts to push forward the transformation and upgrading of traditional industries and develop emerging and future industries in light of local conditions to foster new quality productive forces, so that Shanxi will eventually boast a modern industrial system featuring its own characteristics and comparative advantages. It is imperative to make good use of the conditions for diversified development, optimize the business environment, stimulate the vitality of business entities, and do a better job in converting resource advantages into development advantages, Xi said.

Xi emphasized that transformation and development must be carried out with a firm commitment to maintaining security and stability. Efforts should focus on stabilizing employment, businesses, markets, and expectations, strengthening key livelihood services such as elderly care and childcare, and ensuring the basic living standards of people in difficulty. It is necessary to enhance efforts to guide community-level governance through Party building and take a holistic approach to ensuring law and order. The fight against organized crime and gang violence should be carried out on a regular basis, and all kinds of illegal and criminal activities should be cracked down on in accordance with the law in order to ensure social stability. The work to improve natural environment and urban management should be promoted in an integrated manner, Xi said, calling for comprehensive, continuous and solid efforts to strengthen desertification prevention and control as well as soil erosion control in river basins, promote energy conservation and carbon reduction in key industries, carry out the ecological restoration of mines, and safeguard ecological security effectively. He also stressed work safety, saying that all regulatory systems must be strictly implemented, and the occurrence of serious and major accidents must be resolutely prevented and curbed. Since the main flood season has now begun, careful planning for flood control and flood fighting, as well as preparations for disaster prevention, mitigation and relief, must be carried out, Xi added.

Xi underscored the need to strengthen full and rigorous Party self-governance through resolute and persistent action. It is essential to carry forward the spirit of self-reform, ensure that responsibilities for Party management and governance are fulfilled, and work in concert to enhance Party consciousness, improve Party conduct and tighten Party discipline, while synergizing efforts to rectify misconduct, enforce discipline and combat corruption. Sustained efforts must be made to uphold strict standards, take firm measures, and maintain a disciplined atmosphere, alongside cultivating a clean political environment. Xi stresses building unified national market, promoting marine economy's high-quality development

BEIJING, July 3 (Xinhua) -- Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee, chairman of the Central Military Commission and director of the Central Commission for Financial and Economic Affairs (CCFEA), presided over the sixth meeting of the CCFEA on the morning of July 1. The meeting was held to discuss further building a unified national market and promoting the high-quality development of the marine economy. Xi delivered an important speech, stressing that building a unified national market is essential for creating a new development pattern and promoting high-quality development. Government procurement and tendering procedures must be standardized, with strengthened fairness reviews of bid award decisions. Local governments' practices to attract investment must be regulated with enhanced disclosure of related information. The meeting called for promoting the integrated development of domestic and foreign trade, facilitating channels for export-to-domestic sales, and cultivating a number of reputable enterprises excelling in both domestic and international markets. The meeting also stressed the need to continuously regulate enterprise-related law enforcement through dedicated campaigns, and improve fiscal and taxation systems, statistics and accounting systems and credit systems that are conducive to realizing market unification. Officials should be guided to have a correct understanding of what it means to perform well, and the evaluation framework for high-quality development and the system for assessing officials' performance should be refined.

BEIJING, July 2 (Xinhua) -- On the afternoon of June 30, the Political Bureau of the Communist Party of China (CPC) Central Committee held its 21st group study session.

The topic was on improving the long-term mechanism for implementing the central Party leadership's eight-point decision on improving conduct and addressing the "four forms of malfeasances" (formalism, bureaucracy, hedonism, and extravagance).

On behalf of the CPC Central Committee, Xi Jinping, general secretary of the CPC Central Committee, extended festive greetings to all Party members across the country on the founding anniversary of the Party on July 1.

While presiding over the study session, he emphasized that self-reform is the Party's second answer to breaking the historical cycle of rise and fall, and that advancing full and rigorous Party self-governance by improving conduct represents a key experience in the Party's self-reform in the new era. To advance the Party's self-reform, efforts must be made to raise awareness of the Party's self-reform, strengthen Party consciousness, regulate the exercise of power, enforce strict oversight and discipline, and fulfill responsibilities for Party self-governance.

I am delighted to join you at the second China-Central Asia Summit in the beautiful city of Astana. I'd like to thank President Tokayev and the government of Kazakhstan for the gracious hospitality and thoughtful arrangement.

During our meeting in Xi'an two years ago, we jointly outlined the Xi'an Vision for China-Central Asia cooperation. The six pomegranate trees we planted together are in full bloom today, auguring the vitality of the cooperation among the six nations.

Two years on, China and Central Asian countries have further deepened and substantiated Belt and Road cooperation. Our trade has grown by 35 percent, and we have made important progress in industrial investment, green mining, technological innovation, and other fields of cooperation. The package of projects with Chinese financial support are well underway. While more and more Chinese new energy vehicles and photovoltaic products are entering Central Asian markets, Central Asian agricultural products, including honey, fruits, wheat and poultry, are diversifying the dinner tables of Chinese families.

Two years on, the China-Kyrgyzstan-Uzbekistan railway project has been officially launched. We are making steady progress in planning for the third railway link between China and Kazakhstan, in phase-II restoration of the China-Tajikistan highway, and in China-Turkmenistan energy cooperation. Freight train services are connecting more and more Chinese cities to Central Asia. The Trans-Caspian International Transport Route has been upgraded and expanded. Green industries, digital economy, artificial intelligence, aviation and space are becoming new drivers of our cooperation. Cross-border e-commerce, online education, and other new business models are benefiting more and more people in China and Central Asia.

Two years on, China and Central Asian countries have made progress in establishing cultural centers in each other as well as in opening branches of Chinese universities and Luban Workshops. China has made mutual visa-free arrangements with Kazakhstan and Uzbekistan, facilitating more than 1.2 million travels between China and Kazakhstan alone in 2024. Tourism and culture years and art festivals of Central Asian countries are very popular in China. Chinese films and TV dramas, such as Min-Ning Town and To the Wonder, have become great hits in Central Asia. The China-Central Asia train services for cultural tourism have been successfully inaugurated. And today, we will witness the number of sister cities between China and Central Asia reach the milestone of 100 pairs.

Two years on, we have launched 13 ministerial cooperation platforms under the China-Central Asia mechanism. The Secretariat is fully functioning, and the core framework of the mechanism is largely in place.

I am pleased to see that our consensus at the first Summit has been implemented across the board -- from the millennium-old Xi'an to Astana "the pearl of the steppe," from the coast of the Yellow Sea to the shores of the Caspian Sea, from the Tianshan Mountain Range to the Pamir Plateau. The path of our cooperation is steadily widening, and our friendship is blooming ever more brightly.

Today, unprecedented changes are unfolding at a faster pace across the globe, thrusting the world into a new state of heightened turbulence and volatility. A strong belief in fairness and justice and an unyielding commitment to mutual benefit and win-win cooperation are the only way to maintain world peace and achieve common development. There is no winner in tariff wars or trade wars. Unilateralism, protectionism and hegemonism will surely backfire while hurting others.

I always maintain that history should move forward, not backward; and the world should be united, not divided. Humanity must not regress to the law of the jungle. Instead, we should build a community with a shared future for mankind.

Three years ago, we announced together that we would build a China-Central Asia community with a shared future, setting out the goal and direction of our six nations in building consensus, overcoming challenges and pursuing development. We should act on the China-Central Asia Spirit, enhance cooperation with renewed vigor and more practical measures, promote high-quality development of the Belt and Road Initiative, and forge ahead toward our goal of a community with a shared future for the region.

First, we should stay committed to our fundamental goal of unity, and always trust and support each other. China consistently takes Central Asia as a priority in its neighborhood diplomacy. With a firm belief in an amicable, secure and prosperous neighborhood as well as a strong dedication to amity, sincerity, mutual benefit and inclusiveness, China interacts with Central Asian countries on the basis of equality and sincerity. We always wish our neighbors well.

Today, we will sign together a treaty on eternal good-neighborliness, friendship and cooperation to enshrine the principle of everlasting friendship in the form of law. This is a new landmark in the history of the relations between our six countries and a pioneering initiative in China's diplomatic engagement with its neighbors. It is a milestone for today and a foundation for tomorrow.

Second, we should optimize our cooperation framework to make it more results-oriented, more efficient, and more deeply integrated. We have agreed to designate 2025 and 2026 as the Years of High-Quality Development of China-Central Asia Cooperation. We should focus our cooperation on smooth trade, industrial investment, connectivity, green mining, agricultural modernization and personnel exchanges, and roll out more projects on the ground. We should do our best to get early harvests as soon as possible.

China is ready to share with Central Asian countries development experience and latest technological advances, promote connectivity in digital infrastructure, enhance cooperation on artificial intelligence, and foster new quality productive forces.

In order to promote relevant cooperation, China has decided to establish three cooperation centers, i.e. on poverty reduction, on education exchange, and on desertification prevention and control, as well as a cooperation platform on smooth trade under the China-Central Asia cooperation framework. China will provide a grant of RMB 1.5 billion yuan to Central Asian countries this year to be used in livelihood and development projects high on their agenda. China will also provide 3,000 training opportunities to Central Asian countries in the next two years.

Third, we should develop a security framework for peace, tranquility and solidarity. We should step up regional security governance, deepen law enforcement and security cooperation, jointly prevent and thwart extreme ideologies, and resolutely fight terrorism, separatism and extremism, so as to maintain peace and stability in our region.

China supports Central Asian countries in modernizing their national defense, law enforcement and security capacities. We will do our best to help Central Asian countries combat terrorism and transnational organized crime and safeguard cybersecurity and biosecurity. We will launch more Safe City projects, and conduct more joint exercises and joint training cooperation.

Afghanistan is our close neighbor. We should strengthen coordination to help the country boost its development capacity and achieve peace, stability, reconstruction and development at an early date.

Fourth, we should cement the bonds of shared vision, mutual understanding and mutual affection between our peoples. China will enhance cooperation between legislatures, political parties, women, youth, media and think tanks with Central Asian countries, conduct in-depth exchange of governance experience, and share experience in green development, poverty reduction and anti-corruption.

China is ready to set up more cultural centers, university branches and Luban Workshops in Central Asia, and launch new majors in Central Asian languages in Chinese universities. We will continue to carry out effectively the "China-Central Asia technology and skills improvement scheme" to train more high-caliber talent for Central Asian countries.

China supports deepening subnational cooperation with Central Asia. We will make good use of sister-city relations and people-to-people exchanges to nurture heart-to-heart connections at central and subnational levels, between official and non-governmental actors, and from adjacent to broader areas.

In his speech, Xi reviewed Chen's remarkable life and his indelible contributions to China's revolution, development, and reforms. Chen was one of the pioneers and principal architects of China's socialist economic development, an outstanding leader of the Party and the state who withstood the tests of time, Xi said. Xi pointed out that throughout his long revolutionary career, Comrade Chen Yun upheld firm his convictions and ideals, a strong sense of Party discipline and principles, a pragmatic and truth-seeking approach to work, a simple sentiment of serving the people and diligence in learning. All these epitomize the noble qualities of a true Communist. Xi stresses greater confidence in high-quality development on his Henan inspection tour

ZHENGZHOU, May 22 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, made important remarks during his recent inspection tour in central China's Henan Province. Xi emphasized that on the new journey in the new era, Henan must fully implement the CPC Central Committee's strategic plans for accelerating the development of central China, ecological conservation in the Yellow River Basin, high-quality development, and other key initiatives. Xi urged the province to uphold the general principle of pursuing progress while ensuring stability, comprehensively deepen reform and opening up, and promote the building of a modern industrial system and a province with strong agriculture. From May 19 to 20, Xi visited the cities of Luoyang and Zhengzhou, accompanied by Liu Ning, secretary of the CPC Henan Provincial Committee, and Provincial Governor Wang Kai.

On the afternoon of May 19, Xi first inspected Luoyang Bearing Group Co., Ltd., a company whose predecessor, Luoyang Bearing Factory, was established during China's First Five-Year Plan period (1953-57). At its smart factory, Xi learned about the company's development history, was briefed on the applications and performance of various bearing products and observed the production process. Addressing the gathered workers, Xi emphasized that manufacturing industry is a crucial pillar of the national economy, and to advance Chinese modernization, the country must maintain a reasonable proportion of manufacturing strengths. The Longmen Grottoes, a UNESCO World Heritage Site with over 1,500 years of history, was another key stop on his inspection tour. He emphasized that these treasures of Chinese culture must be well protected and inherited, and the culture behind them well promoted. Xi emphasized that the eight-point decision is a demonstration of the CPC Central Committee's commitment to its word and a concrete step toward improving Party conduct in the new era. Advancing in-depth study and implementation of the eight-point decision is a key task in this year's Party building efforts. He urged concurrent efforts in pushing forward policy learning, problem checking, as well as rectification and implementation, with Party members and officials' personal problem identification and rectification closely combined with such efforts of Party and government organizations. Xi stressed concrete work in turning disciplined conduct into strict measures, giving teeth to ironclad rules, and ensuring quality policy learning, rigorous problem checking, and effective rectification and implementation. He called on central guidance groups for the learning and education campaign to work earnestly and dutifully, with a focus on pushing for solving problems while offering targeted and effective guidance.

Xi noted that droughts emerged in parts of China since the beginning of this year, with some still persisting. He urged relevant authorities to work closely together to strengthen the scheduling of water use, ensure the supply for urban and rural residents, and meet the demand for agricultural irrigation. On the other hand, flooding may occur following the drought, he said, cautioning against the potential risk of sudden flooding in the wake of drought. Stressing the arrival of the flood season, Xi called for local authorities' careful preparation in flood prevention and control, with adequate contingent plans, and ready preparedness for flood response. He stressed the necessity of fully clarifying responsibilities for emergency response in regions prone to flash floods, debris flows and other natural disasters.
